This past weekend fishing trip was highlighted not with catching a lot of bass but a run-in with an irate land owner.
Their was 10 of us on this day trip in southern Mo. near the Ark-Okl. border.
The Missouri. Dep. of Conservation has boat launch ramps on this stream....
This stream or creek is listed in the Mo. Dep. Guide Book (A Paddlers Guide To Missouri) Which lists launch ramps access points etc. to 58 streams to canoe and kayak..............
(The gripe is why are we are not aloud to get out of our kayaks or canoes and set foot on a gravel bar to rest or fish which is down in the creek channel about 6-8 foot lower than the surrounding pasture ) We are in a flood zone (low water mark)...

Any other states have this kind of harassment problems while trying to fish designated streams and rivers?

Michigan used to have a State Supreme Court Judge that was a very avid trout fisherman. In fact, he resigned the bench to return to trout fishing, (Voelker, who wrote the book "Anatomy of A Murder".) Maybe you can find someone in the Missouri judiciary who fishes?
