1st ....I'd check ( Google ) the local laws regulating baiting of wild life , or check with your local Conservation Officer or Office on the laws.
Game Biologists with the wildlife division are also helpful as far to what crops for the local area.

If there is a clearing then plant a garden and when it's grown and harvested put in a cover crop. Both items should draw in some Deer , Turkeys and Hogs. Your would have Venison , Turkey and Pork chops on the hoof.

Just my take. Cover, food, water ......in that order. Deer will go a long way for food and water, but they need cover to live in an area. Trim back trees to open up the land so blackberries and other fast growing plants establish themselves. Plant food plots......long and narrow are the best to make the deer feel safe. Fertilize the existing mast crop trees. Plant clover and other crops along both sides of every road. Try to make your land the most inviting place in the area.
